Do I need to declare my reason for travel to or from France?

Yes, every person travelling to or from France has to have a valid reason for travel otherwise they will not be allowed to leave/enter the country.

If you are travelling to France then every person travelling in your party must complete this International version of the attestation deplacement form (.docx, 27kb), and have it with them for inspection on arrival. If they subsequently depart France they must also have a copy of the form for the return journey. (Original French version)

This page explains the circumstances under which people are allowed to travel within France – please check carefully before travelling to Rosslare, you may be turned away by the French Authorities if you don’t have a good reason to travel within France.
